Once outcomes are named, your strategy can be honest about trade-offs. Some content will be “good enough now” because speed matters more than polish; some will be “governed and gated” because risk is high. The point of strategy is fewer, clearer rules that help front-line contributors do the right thing without asking permission.

A Practical Strategy You Can Actually Run

A run-worthy strategy fits on a single page yet carries enough detail to guide decisions:

  • Purpose: turn knowledge into repeatable performance at the moment of need.

  • Scope: internal, external, and partner knowledge; explicit, tacit, and embedded know-how.

  • Operating Model: federated content ownership under a central KM program that sets standards, runs the lifecycle, and publishes analytics.
